A picture may be worth a thousand words, but it only took a few good phrases for conceptual artist Barbara Kruger to create a striking installation in Manhattan's Meatpacking District, a commission from the Whitney Museum of American Art. Oversize vinyl sheets printed with bold phrases—"You are not what you seem," "Plenty is Enough"—cover the pavement, fences, and structures on the construction site for the museum's second location, slated to open in 2015. Kruger's texts point to the neighborhood's transformation from gritty warehouse-lined streets to a nexus for fashion, art, and culture. The best view is on the High Line walkway above. Binoculars not needed.
